A co-founder of the CT Labs team, Phil Culhane offers clients over 20 years of experience providing consulting services in the areas of comprehensive collaboration, shared service delivery and content/information management projects. Phil has extensive experience in providing business transformation, change management and business development services, giving him a unique background that allows his clients to realize the value of feasible service solutions within the context of their business. His broad understanding of public and private sector policies, practices, and cultures contributes to his ability to work with clients to develop achievable, reliable, and repeatable business decisions.

Phil has more recently focused on enterprise-level transformation initiatives, including business vision & strategy, service delivery strategies, business case development and project management consulting services for e-Government, Web, Library, and information management projects. He has significant experience in drawing together large stakeholder groups for meaningful dialogues, enabling them to reach consensus and achievable action plans to move forward on large change initiatives. Phil is a highly-accomplished large group facilitator (group sizes up to 400), and continues to build on a body of knowledge named Collaborative Transformation™ that facilitates whole-system interaction and decision-making.
