Seeding the Future: Addressing the Need for Regulatory Change

Client: The National Forum on Seed
Solution: Advisory Committees

The need for engagement: Keeping pace with changing policies

Phase 1 of the Seed Sector Review identified the need for an ongoing consultative process to deal with regulations and policies affecting the seed sector. As a starting point, a new entity had to be created to oversee that process.

Shaping the solution: Creating the right mechanisms

Intersol played a central role in designing and facilitating the process that established the National Forum on Seed (NFS), whose mandate is “…to facilitate broad consultation and consensus building on all proposals for seed policy or regulatory change.” Our team helped establish a structured approach to the Forum’s operations, including the creation of individual working groups that focus on clearly defined areas and objectives. We continue to support the NFS with project management, administrative, facilitation and report-writing services.

Assessing the outcomes: Engaging with the issues

Through our facilitation and consulting services, we led the development of a process enabling the NSF to proactively solicit multiple perspectives on issues affecting its sector. The NFS’s ongoing advice and recommendations are helping government agencies develop a more responsive regulatory system for seed in Canada.
